Pioneers in development

This book answers critics of the basic needs approach, views this approach as a logical step in the evolution of economic analysis and development policy, and presents a clearsighted interpretation of the issues. Based on the actual experience of various countries-their successes and failures-the book is a distillation of World Bank studies of the operational implications of meeting basic needs. It explores the feasibility of implementing such an approach as well as ways of measuring performance.
