The Dolittle Raid of April 1942 demonstrated to the world that the Japanese mainland, Tokyo itself, could be successfully attacked by a determined enemy, thus the cry went up for retaliation. The obvious solution is the destruction of that portion of the U.S. Navy that survived Pearl Harbor.
