Understanding Technology in the Context of National Development examines how digital infrastructure, data systems and emerging technology shape the development trajectories of nations. The authors draw on discussions with more than 200 participants across roughly 300 hours to map the factors that determine whether technology investment translates into national progress. The book works through digital infrastructure management and advanced data infrastructure as two organising principles, covering financial systems and economic growth, cross-border movement and immigration data, national security and cyber defence, and healthcare digitisation. It then turns to constraints, including technology sovereignty, digital taxation, the productivity paradox, energy demand and environmental cost, and the digital divide. The closing sections set out five practices for national technology adoption and a set of policy recommendations covering research and development, bridging the digital divide, sustainability, and ethics in technology governance. Later chapters address skill development, e-governance, and global competitiveness.
