"Paradiplomacy, while for the most part unspectacular, represents an important and new dimension both to regionalism and to international relations - further evidence of the breakdown of the distinction between domestic and international affairs and between national and regional matters." "This book offers a general view of the most prominent aspects in the development of foreign action around the world, dealing with topics such as the repercussions upon subnational autonomy of the progressive constitution of diverse international regimes - the European Union, NAFTA, APEC - or the complex relations between growing subnational foreign action and the contemporary conditions for the formulation and implementation of foreign policy in federal and quasifederal states."--Jacket.
